Statement of Compliance: The University of Texas-Pan American evaluates the effectiveness of its administrators, including the chief executive officer, on a periodic basis.
Narrative: The University of Texas System Board of Regents’s Rules and Regulations, Series 31101, Section 3, states that the Executive Vice Chancellor is responsible for the evaluation of the president of each institution. Each president is required to complete a work plan which reflects Compact goals for the upcoming year and is submitted to the Executive Vice Chancellor for Academic Affairs, who reviews and discusses the work plan with the president.
At the conclusion of each year, the president completes an Accomplishment Report Form that is provided by the UT System. This form asks for accomplishments and achievements over the year. The Vice Chancellor for Academic Affairs and the Chancellor meet annually with the president to discuss this evaluation.
The evaluation report of University of Texas-Pan American's President was completed on March 18, 2006, and the annual evaluation meeting with the Chancellor and Executive Vice Chancellor for Academic Affairs occurred May 28, 2006.
During the UT System Board of Regents Meeting, evaluations are discussed with the System Administration, and merit increases for performance are determined. This year the President did receive a merit increase for performance.
Regents’Rules and Regulations, Series 31101, Section 2 also outlines the President's responsibility to evaluate the vice presidents and deans. The University of Texas-Pan American also includes a policy in the Handbook of Operating Procedures, Section 6.2.4, for the periodic evaluation of all academic administrators.
The University of Texas-Pan American evaluates all vice presidents in November of each year. Their measurable performance goals, which have been previously agreed upon, are reviewed for demonstrated accomplishments. These evaluations are included in personnel files and are used for merit decisions. Vice Presidents have received varying amounts of merit based upon their performance. Evaluation memos and final summary appraisal to the vice presidents offer guidance on notification and the review process.
The Provost and Vice President of Academic Affairs is charged with evaluating deans, with input from respective faculty, as outlined in the University of Texas-Pan American's Handbook of Operating Procedures, Section 6.2.4. These evaluations are used in merit decisions, are reviewed by the President, and are included in personnel files. Varying amounts of merit have been awarded to deans based upon performance.
