Statement of Compliance: The governing board of The University of Texas-Pan American (UTPA) is responsible for the selection and the evaluation of the chief executive officer.
Narrative: The Texas Legislature, which is given the duty and authority to provide for the maintenance, support, and direction of The University of Texas by Texas Constitution, Article VII, Section 10, has delegated the power and authority to administer The University of Texas System (UT System) to the Board of Regents. (See Texas Education Code, Section 65.11.)
According to Texas Education Code, Title 3: Higher Education, Section 65.16, “the chief executive officer is responsible for the general management of the university system within the policies of the board and for making recommendations to the board concerning the organization of the university system and the appointment of the chief administrative officer for each component institution within the system.”
An annual evaluation of UTPA’s president is the responsibility of the Executive Vice Chancellor of the UT System as stated in the UT System Board of Regents’ Rules and Regulations, Series 31101. Furthermore, UT System Board of Regents’ Rules and Regulations, Series 30501 states, “An annual evaluation program for all employees (administrative, faculty and classified) within The University of Texas System or any of its institutions is to be used for the improvement of performance, promotion consideration, and merit salary review.”
The evaluation report of UTPA's President Dr. Blandina Cárdenas was completed on March 18, 2006, and the annual evaluation meeting with Chancellor Mark Yudof and Executive Vice Chancellor for Academic Affairs Dr. Teresa Sullivan occurred on May 26, 2006.
