| | As most of you know, our university is preparing for a Southern Association of Colleges and Schools (SACS) accreditation visit in the spring of 2007. As part of this SACS review process, a Quality Enhancement Plan (QEP) must be written. The QEP should “describe a carefully designed and focused course of action that addresses a well-defined issue or issues directly related to improving student learning.”
A QEP committee has been formed and has identified a topic to address in the QEP: Gear Up to Graduate: A Model for Success in Gatekeeper Mathematics Courses for Mexican American First Generation University Students. The plan will involve putting in place intervention plan(s) for addressing the high failure rates in MATH 1300, 1334, and 1340.
With this in mind, the QEP committee and I will be accepting, reviewing and selecting proposals from individual and teams of full-time UTPA faculty for intervention plans. A monetary award in the amount of $3,000 will be awarded for each winning proposal. The QEP Intervention Proposal announcement and application is attached to this cover letter.
Intervention proposals are due electronically to QEP project manager, Dr. Karen Watt (watt@utpa.edu) by 5:00 PM on Monday, March 13, 2006. Please contact her for further information on the QEP Intervention Proposal.

| | The UTPA Quality Enhancement Plan (QEP) committee is accepting proposals for the development of an intervention plan to address the QEP topic: Gear Up to Graduate: A Model for Success in Gatekeeper Mathematics Courses for Mexican American First Generation University Students. The Provost will provide monetary awards up to $3,000 for winning proposals from individuals and teams of faculty. Proposals will be accepted from full-time faculty who develop an intervention plan to address the high failure rates in MATH 1300, 1334, and 1340. Submitted proposals will be reviewed and winning proposals will be selected by the Quality Enhancement Plan Committee (QEPC). Faculty should write proposals with the understanding that if chosen, their intervention plan will be implemented the fall of 2007 when the QEP is formally in place. Faculty are only responsible for the development of the proposed intervention plan, but may be engaged in the implementation of the plan. All QEP Intervention Proposals must include a letter of support for the proposed request from the respective academic supervisor (e.g., Department chair, Dean). Faculty must submit research-based proposals, and are encouraged to develop a plan that integrates critical thinking into the curriculum, professional development activities, student academic support mechanisms, and/or technology to address the high failure rate problem in the above-named courses. Collaboration between or among faculty is encouraged.

| A. | Applicants should submit only one proposal. |

| B. | Faculty may apply individually or in groups. |

| C. | All proposals must be submitted by 5 PM on Monday, March 13, 2006. |

| D. | An electronic copy of the proposal (in MS WORD format) is required in order to be considered for acceptance. |
| |
| E. | Each proposal should include a completed copy of the APPLICATION FORM and attached to it, a letter of support from the applicant’s supervisor. All proposals should include:
- a discussion about the significance of the proposed activities and citations of the literature related to the research-based intervention;
- how the activities will address and provide a possible solution to the problem of high failure rates in MATH 1300, 1334, and 1340;
- methods and measures that will be used for data collection and analysis;
- timeline for implementation; and,
- an itemized budget justification broken down by applicable categories (e.g. personnel costs, conference registration fees, material costs, lodging costs).

| II. | PROPOSAL NARRATIVE (no more than 5 pages)
The proposal narrative is comprised of 2 sections: Statement of Need/Statement of the Problem or Significance /Importance of the Proposal, and a Project Description.
- Statement of Need / Statement of the Problem and Significance/Importance of the Proposal
The proposal must include a statement of need and research questions to be addressed. These must relate to the stated problem of high failure rates in MATH 1300, 1334, and 1340. A short review of the relevant background literature on the problem should be included. Following the introduction of the problem and literature review the proposal must include a more specific discussion of the research questions that will reflect the nature of the proposed project. Intervention proposals must also include a review of literature related to the intervention plan that is to be put in place.
- Project Description:
The project description must contain four sections:
- Goals and Measurable Objectives: The goals and measurable objectives of the project must be clearly stated, reasonable in scope and tied directly to the project need and rationale. How will the intervention plan objectives be measured?
- Project Strategy and Activities: Outline the project strategy and activities. Activities must clearly support the goals and objectives of the intervention plan.
- Timeline and Deliverables: Provide a timeline for major project activities that include staff responsibility for the activity, dates activity will be performed, and deliverables resulting from the activity.
- Evaluation and Dissemination: Describe the project’s evaluation plan, including a design for a process and outcome evaluation. The process evaluation should assess the methods using in implementing the project and the outcome evaluation should determine whether the goals and objectives of the project were met. Describe the dissemination plan for the project results.

| III. | BUDGET FORM AND BUDGET NARRATIVE
The budget narrative must provide a line item explanation and justification for expenses identified in the Budget Request Form. Ensure that each expense clearly relates to and is referenced in the program narrative. The budget must be cost-effective and appropriate to the scope and nature of the project.

| Each proposal will be assessed by the Quality Enhancement Plan Committee in terms of:
- The overall quality and clarity of the presentation.
- The internal consistency of the research questions, stated hypotheses, and methodology.
- The format of the proposal, especially with respect to the information requested of the Investigator in the Proposal Narrative.
- The researcher's knowledge of the problem and related literature.
- The feasibility to successfully complete the proposed project over a five-year period, and for the research to result in a peer-reviewed publication or similar endeavor.
- The dependence of the project on other concurrent projects
